“May you live in interesting times,” says an old Chinese curse. Life’s ironies make it clear that the curse actually means: may you be swept up in the whirlwind of events of your time and not have a single moment of peace.

And it’s true — I have lived, we have lived, through interesting times. That’s why the résumé you’re about to see reflects more the personal and professional twists of fate I’ve experienced than a conventional trajectory. Destiny has often placed me in the right place at the right time.

So, this detailed personal and professional account should be valued only as a reflection of the years gone by and the fact that, like you, I am a product of my time. A time that has taken us from typewriters and carbon copy paper to AI embedded in eyeglasses; from singing Cara al Sol in school and carrying donation boxes for Domund’s “little Black children” to participating in video calls with today’s top scientists.

Forget the SEO-optimized phrases like, “Until I became a leading expert in European law and cybersecurity, my career has been defined by a passion for justice and technological innovation, making me the top legal authority in…” That was written by a machine. You won’t find those words here.

What you will find, however, are “commitment, study, service, technology, and closeness.”

Because you and I live in a paradox we can’t ignore: we are 21st-century techno-citizens with Paleolithic hormones and social structures from the Roman Empire. We love and fight like mammoth hunters, demand the safety of a Pater Familias, and work side by side with HAL, the computer from the stars. Each of us with our own internal Matrix. The result? A perfect evolutionary trap. Understanding it means seeing clearly.

With over three decades dedicated to teaching and specialized training, Josep Jover has delivered courses and seminars on digital law, cybercrime, human rights, and professional ethics at universities, professional associations, police academies, and public institutions across Spain and Europe. He has taught in master’s programs at ICADE, UB, ISDE, and ICAB, and is a regular speaker at conferences on cybersecurity, transparency, and mediation.

He has trained judges, lawyers, public officials, and law enforcement bodies in areas such as digital evidence in court, data protection, the Spanish National Security Framework, and the European Whistleblowing Directive. His expertise also stands out in the judicial and police training fields related to technology and fundamental rights, always from a critical perspective and with a strong commitment to social responsibility and justice.

Technology and Law with Purpose

He is currently actively involved in various initiatives related to digital governance, data protection, and transparency at the European level. He is honorary president of ASPERTIC, an association specialized in technological expertise, and has served as a board member of the Observatory of Private Law of Catalonia within the Codification Commission.

He chairs the ADVERTIA, group, an alliance of lawyers and engineers operating in Europe, where he contributes to regulatory matters and the improvement of European legislation, particularly in data protection and digital rights. This has led him to join expert groups and ICT commissions at the European level.

He also serves as vice president of the business confederationsCIAE and COPYME, with a clear focus on supporting small and medium-sized enterprises.

He has been one of the driving forces behind two key European directives: the directive on the protection of whistleblowers and the directive on access to public information, both currently in force.

In addition, he serves as administrator and instructor of ASPERTIC’s Whistleblowing Channel, a platform recognized as a European benchmark within the framework of Directive 2019/1937.

He has also been involved in several significant legal proceedings at both the national and European levels, such as the case of the “health cent” tax, which ended with its annulment and the reimbursement of the amounts collected; the litigation over the digital levy, which led to its reform; and actions concerning the status of interim public sector staff, in defense of the application of European law on temporary employment.

As part of the legal team that challenged the application of the digital levy in Spain, he was involved in the process that led to its modification.

The case set a precedent in the interpretation of the use of funds allocated for private copying compensation and in the relationship between copyright and consumer rights.

In this case, Josep Jover was also part of the legal team that brought the procedure before the CJEU. The Spanish Supreme Court declared the tax known as the “health cent” illegal, a levy that had been applied to fuel since 2002. The ruling upheld the appeals filed by several transport companies and recognized the State’s liability for the undue charges. The decision requires compensation for all amounts paid during the tax’s enforcement period, as it was deemed to be in violation of European Union law.

He took part in the technical work that contributed to the approval of the European Whistleblower Protection Directive, which establishes a common framework to ensure the confidentiality and safety of those reporting irregularities.

Following that experience, he promoted the creation of Viadenuncia, a platform designed to securely manage internal reports in compliance with European regulations. Viadenuncia has been implemented in public administrations, professional associations, and private entities as a compliance tool.

Interim teachers vs. the Government of Spain and the European Commission.

A Catalan preschool teacher has filed a lawsuit before the General Court of the European Union (GCEU), claiming over €65,000 in non-contractual damages. The legal action, led by lawyer Josep Jover and supported by the Platform of Substitute Teachers of Catalonia (PINDOC), is directed against the European Commission and, subsidiarily, against the Spanish State. The reason is the failure to transpose Directive 1999/70/EC on fixed-term work, which has prevented the teacher’s job stabilization after 18 years as an interim.

Jover argues that this omission has violated the right to good administration, as enshrined in the Charter of Fundamental Rights of the EU. He also estimates that between 30,000 and 40,000 interim workers in Catalonia could file similar claims, potentially triggering a wave of litigation at the European level.
